In 2020，the total number of petitions in Shenzhen has increased significantly，on year-on-year basis. It is mainly due to the surge of online petitions，while the number of people’s visits has greatly reduced under the influence of the epidemic，compared with 2019，and the overall situation of petition maintains stable. The problems reflected by the masses mainly involve the fields of public finance，law and litigation，labor and social security，grassroots governance，education and so on. In this regard，Shenzhen should deeply study and implement the spirit of the Fifth Plenary Session of the 19th CPC Central Committee. Taking the comprehensive reform of the petition system as the main direction，Shenzhen should establish and improve the petition supervision system，and strive to solve the outstanding problems in the field of petition governance. It should strive to solve the mass petition problems in a timely and effective manner，and make the petition order more regular and orderly，and realize the low-cost，high-quality operation and benign development of the petition work. Shenzhen should transform the advantages of petition system into the social governance efficiency of solving petition problems and resolving prominent contradictions.
