On the 40th Anniversary Ceremony of the Establishment of Shenzhen and Other Special Economic Zones，October 14，2020，General Secretary Xi Jinping has demanded the establishment of a full cycle management consciousness in Shenzhen，to speed up the modernization of the city governance system and governance capacity，and to strive to a new way of governance which is in line with the characteristics and laws of the super city.
