2020年是深圳经济特区建立40周年,在党中央坚强领导下,深圳市强化以点带面,营造共建共治共享社会治理格局迈出新步伐。统筹推进市域社会治理现代化试点工作,获批成为全国第一批市域社会治理现代化试点城市。组织召开全市市域社会治理现代化工作推进会暨基层社会治理创新经验推广会,全面部署推进市域社会治理现代化工作,试点工作经验得到中央政法委、省委政法委充分肯定,并在全国市域社会治理现代化试点经验交流会上得以推广。但仍然在对市域社会治理的整体认知、内涵外延把握、激发多元主体参与积极性、方式手段创新等方面存在不足,立足2021年,必须从市域社会治理理念变革、体制变革、方式变革出发来予以完善。
<<2020 is the 40th anniversary of the establishment of Shenzhen Special Economic Zone. Under the strong leadership of the CPC Central Committee,Shenzhen has strengthened the work on key points to promote the whole,and has taken a new step in building a pattern of collaboration,participation,and common interests. Shenzhen has promoted the pilot work of the modernization of municipal social governance comprehensively,and has successfully declared to be listed in the first batch of pilot cities of the modernization of municipal social governance in China. Shenzhen has organized and held the city-wide social governance modernization work promotion meeting and grassroots social governance innovation experience promotion meeting,and has comprehensively deployed and promoted the city-wide social governance modernization work. The Shenzhen pilot work experience has been fully acknowledged by the Political and Legal Commission of the Central Committee and the Political and Legal Commission of the Provincial Party Committee,and has been given the chance for an on-the-spot speech on the national pilot experience exchange meeting of modernization of urban social governance. However,there are still deficiencies in the overall cognition and understanding of connotation and extension of city-wide social governance. There are also some flaws on participation enthusiasm of multiple actors,and innovation of ways and means of urban social governance. In 2021,Shenzhen must make further progress on reforms of urban social governance notions,governance system and governance modes.
