各地农民工工资保证金制度在聚焦重点行业、多样化缴纳方式、分散缴费承担主体、优化缴费机制和标准、推行差异化管理等方面主动开展探索和创新。这些改革取得显著成效,有利于建设统一市场、促进公平竞争、进一步减轻企业负担。同时改革也存在不平衡现象,各地改革进展不一,有些地方负担相对较重;银行保函等非现金缴费方式未完全铺开,存在不公平现象;工资保证金退还制度有待优化。建议改革进展较慢地区对标先进、加快改革进度,进一步减轻企业缴费负担;允许符合条件的地方分阶段、分类取消由企业缴纳工资保证金;进一步完善银行保函等非现金缴费机制,提高覆盖面和公平性;持续优化工资保证金退还机制,进一步减轻现金流挤压问题。
<<Migrant workers’ wage deposit system has been actively explored and innovated in terms of diversifying payment methods,dispersing payment subjects,optimizing payment mechanism and standards and implementing differentiated management models in different regions by focusing on key industries. These reforms have achieved remarkable results,which are conducive to building a unified market,promoting fair competition,and further reducing the burden on enterprises. Meanwhile,imbalances of the reform still exist. The reform progress varies in different places;the corporate burden is relatively heavy in some regions;bank letter of guarantee and other non-cash payment methods have not been fully launched which resulted in inequality;the refund system of wage deposit needs to be optimized. It is suggested that regions with slow reform progress should consider the advanced areas as a benchmark,to speed up the reform progress,and further reduce the payment burden for enterprises;the eligible localities are allowed to phase out the wage deposit paid by enterprises by categories;further improve non-cash payment mechanisms such as bank letter of guarantee to improve coverage and fairness;continue to optimize the refund mechanism of wage deposit and further relieve cash flow pressure for enterprises.
