近些年,在国有企业改革纵深推进的过程中,国有企业实施中长期激励的政策体系不断完善,形成了一系列中长期激励政策包和工具箱。虽然这些政策从理论层面给国有企业实施激励过程中的各项操作要点予以指导,但是在实践中,国有企业仍然面临激励工具运用不充分、管理过程与激励目标存在冲突等困境。因此中长期激励的落实必须要精准把握中长期激励的内涵,深入研究相关政策,依法合规开展中长期激励。本报告以政策分析为基础,以中长期激励在E集团的实践为案例,有针对性地提出政策建议。
<<In recent years,during the process of deepening the reform of state-owned enterprises,the policy system of medium and long-term incentive for state-owned enterprises has been continuously improved,and a series of medium and long-term incentive policy packages and toolbox have been developed. Although these policies have provided guidance to state-owned enterprises with major operating points in implementing incentive plan from the theoretical perspective,state-owned enterprises still face difficulties in practice,such as the insufficient use of incentive tools and conflicts between management process and incentive target. Therefore,to implement medium and long-term incentives,we must precisely grasp its connotation,look deeper into relevant policies,and carry out medium and long-term incentives in accordance with laws and regulations. Based on policy analysis and taking the practice of medium and long-term incentive in E group as an example,some directive policy proposals are puts forward in this report.
