新电改对电网企业人工成本投入产出效能评估提出了新的要求。本报告在借鉴吸收传统人工成本投入产出评估系统合理成分的基础上,结合新电改要求创造性地构建了电网企业人工成本投入产出效能评估系统,并运用该评估系统对五家同层级电网企业进行了评估,论证了其适用性和可操作性,得出了应以人工成本投入产出综合指标而不是单项指标评估电网企业人工成本管控效能,加强人力资源开发、提高人才当量是提高人工成本管控效能的重要手段的重要论断。
<<The new electrical power reform puts forward new requirements for labour cost input-output efficiency evaluation of power grid enterprises. Based on absorbing the reasonable components of the traditional labour cost input-output evaluation system and combining with the requirements of the new electrical power reform,this report creatively constructs the labour cost input-output efficiency evaluation system for power grid enterprises,evaluates five power grid enterprises which are at the same level with such evaluation system,demonstrates its applicability and operability,and comes to two conclusions:the labour cost control efficiency of power grid enterprises should be evaluated by labour cost input-output comprehensive index rather than any single index;strengthening human resource development and increasing talent equivalent are important means to improve labour cost control efficiency.
