    2020年广东省企业科技人才薪酬激励调研报告

    摘要

    研究分析企业科技人才薪酬激励政策,对于深入贯彻落实创新驱动发展战略,加大科技创新激励力度,提升企业技术创新能力,在国家层面完善国有企业科技人才薪酬分配政策具有重要意义。本报告在走访调查广东地区有关部门和53家科技型企业的基础上,通过采取对广东地区企业科技人才薪酬激励的文献阅研、政策梳理、实地调查等方法,对广东地区国有企业薪酬激励方面目前存在的问题和原因进行研究分析,最终提出健全完善国有企业科技人才薪酬激励的对策建议。具体包括以下三点:一是国有企业总体工资策略应重点服务于国家战略,关注重点从强调分配规模向注重分配质量转变,通过收入分配改革支撑国企“强身健体”;二是薪酬激励重点服务于国家紧缺急需人才,对于重大科研攻关人才、基础研究人才、高精尖缺人才要在工资管理上进一步松绑,使他们轻松上阵;三是工资分配重点向价值创造突出者倾斜,薪酬激励要真正服务于为科技创新做出实际贡献的人,打造新形势下国有企业收入分配激励机制的升级版。

    Abstract

    Studying and improving the salary incentive policy for scientific and technological talents in state-owned enterprises is of great significance for deeply implementing the innovation driven development strategy,increasing the incentive to scientific and technological innovation,improving the technological innovation ability of enterprises,and studying and discussing the improvement of the salary distribution policy for scientific and technological talents in state-owned enterprises at the national level. Based on the surveys and visits to relevant departments and 53 science and technology enterprises in Guangdong province,this report studies and analyzes the existing problems and its causes on the salary incentive of state-owned enterprises in Guangdong by means of literature review,policy analysis and field visits. After that,it puts forward countermeasures and proposals to improve the salary incentive for scientific and technological talents in state-owned enterprises. Specifically,it includes the following three points:first,the overall wage strategy of state-owned enterprises should focus on serving the national strategy,shift the focus from distribution scale to distribution quality,and support the “physical fitness” of state-owned enterprises through income distribution reform;second,salary incentives shall focus on serving the country’s talents urgently needed or in shortage. For talents engaged in major scientific research,fundamental research and other high-level and advanced talents,their salary management should be more flexible;third,the focus of wage distribution shall be inclined to those outstanding value-creators. Salary incentive should really serve those who have made practical contributions to scientific and technological innovation,realize the transformation from distribution scale to distribution quality,and create an upgraded version of the income distribution incentive mechanism for state-owned enterprises under the new situation.
