    2020年中国协调推进工资分配改革 稳步提高职工工资水平分析

    摘要

    提高职工工资水平是落实党的十九届五中全会精神的重要战略任务。本报告指出了我国职工工资水平不断提高,但整体水平仍然偏低的问题,分析了我国未来时期提高职工工资会面临经济增速放缓、企业经济下滑、低工资群体人力资本积累有限增资困难等挑战,提出了建立提高劳动报酬占比机制、健全宏观调控机制、完善提低限高扩中政策实施体系、健全工资决定和合理调整机制、完善深化企业内部工资分配改革指导体系、健全工资分配秩序规范体系、建立工资分配改革协调推进机制等政策建议,供有关部门参考和借鉴。

    Abstract

    Increasing the employees’ wage level is an important strategic task to implement the spirit of the Fifth Plenary Session of the 19th CPC Central Committee. This report points out that despite of the continuous increase of employees’ wage,the overall level remains relatively low. This paper analyzes the challenges faced by China in raising employees’ wages in the future,such as the slowdown of economic growth,the decline of enterprise economy,and the wage-increase difficulty due to the limited accumulation of human capital of low wage groups. Policy proposals are put forward for reference by relevant departments including:establishing the mechanism of increasing the proportion of labour remuneration;improving macro-regulation mechanism;improving the policy implementation system consisting of raising the wages for low-income groups,expanding the middle-income groups,and limiting the high-income groups;improving wage determination and reasonable re-adjustment mechanism;improving and deepening the guidance system for the reform of internal wage distribution in enterprises;improving the regulation system for an orderly wage distribution;and establishing a coordination and promotion mechanism on wage distribution reform.
