本报告回顾了我国“十三五”期间企业工资分配制度改革取得的主要成就,集中表现为企业工资分配制度机制不断健全、国有企业工资分配制度改革全面推进、解决拖欠农民工工资问题取得重大进展、企业职工工资水平逐步提高等。同时,报告从宏观经济形势、地区发展差异、企业经济效益、劳动者能力素质等方面深入分析了“十四五”时期我国企业工资分配工作面临的形势和挑战,并提出了在新发展阶段要发挥市场在工资分配中的决定性作用,强化收入分配政策的激励导向;加强和改进工资收入分配宏观调控,理顺工资收入分配关系;坚持分群体精准施策,着力增加低收入者工资收入等政策措施。
<<The report reviews the major achievements made in the reform of enterprise wage distribution system during the “13th Five-Year Plan” period,which are mainly reflected as follows:continuous improvement of enterprise wage distribution system and mechanism,comprehensive promotion of wage distribution system reform in state-owned enterprises,significant progress in solving the problem of wage arrears for migrant workers,and gradual wage increase of enterprise employees. Meanwhile,the report provides in-depth analysis to the situation and challenges faced by China’s enterprise wage distribution work during the “14th Five-Year Plan” period from the perspectives of macroeconomic situation,regional development differences,enterprise economic benefits and workers’ capability and quality. Policy measures are put forwards including:enabling the market to play a decisive role in wage distribution in the new development stage,and reinforcing the incentive role of income distribution policies;strengthening and improving the macro-control function of wage and income distribution,straightening out the relationship between wage and income distribution;adhering to principle of precise implementation of policies according to different groups and striving to increase the wages for low-income workers.
