In 2020，the macro environment for China’s cultural development has been continuously improved. The structure of cultural policies has been optimized and the guiding role of the party and the government in culture has been strengthened. In 2020，China’s culture has made great progress. Such progress manifests in the following aspects. The differentiation，diversification and hierarchization of residents’ cultural consumption are remarkable. Achievements has been evident in the development of cultural undertakings，and notable results have been made clear in the inheritance and promotion of outstanding traditional culture. The achievements of construction of public cultural service facilities at the grassroots level are remarkable，and the level of public cultural services at the grassroots level has been raised；great achievements have been made in poverty alleviation，and tangible results have been achieved in poverty alleviation through cultural methods and the building of a moderately prosperous society in all respects；the protection of intellectual property rights has been enhanced，and the public’s awareness of property rights protection has been strengthened. Solid effects has been achieved in both Party’s construction and cultural Promotion，Despite the great development of Chinese culture in 2020，Meanwhile，there are still some problems that cannot be ignored. The inheritance of fine traditional culture has not been truly implemented，and the core socialist values have not been truly rooted in the hearts of the people. The copyright of new media has not been effectively protected by law，and copyright disputes still exist；There are still some problems in the construction of red cultural bases，which even encourage the unhealthy trend of formalism. The protection of characteristic local cultural relics is less than sufficient，and the attention attached to the preservation of folk artists still needs to be improved. The grass-roots improvement of the public cultural environment and facilities is still yet to be sufficient，and the level of public cultural services needs to be further elevated. To solve these problems，specific suggestions and countermeasures are put forward in terms of strengthening the protection of intangible cultural heritage，folk skills and culture；improving public cultural facilities and service level；optimizing the environment of new media copyright management；promoting and popularizing the construction of grass-roots cultural facilities and red cultural bases in this report.
