With the continuous evolution of the global competitive landscape，the vigorous development of the digital knowledge economy and the arrival of the service economy era，building the CBD into a global operations research center has gradually become the path of CBD transformation and development. First of all，this paper explains the management，talent，knowledge，finance，and quality （MTKFQ）——Five Major cores of the CBD Global Operations Research Center. Then，this paper systematically sorts the typical practices of Manhattan CBD to build a global operations research center from the aspects of operations research management，talent technology，knowledge information，financial services，and space quality. Finally，it provides experience and enlightenment for the construction of CBD into a competitive global operations research center.
