Under the background of “Double Cycle”，it is important to strive to build China’s CBD into an international operations research center and integrate it into the new development pattern. First of all，this article sorts out the “Double Cycle” development background and finds that with China’s economic development and the continuous deepening of its opening to the outside world，China’s CBD is playing the role of a bridgehead connecting domestic and international markets. Then，this article summarizes the development basis of Beijing CBD，Shanghai Lujiazui Financial Center，Shanghai Hongqiao CBD and Guangzhou Tianhe CBD，towards the construction of an international operations research center. Finally，this article puts forward the strategic path for CBD to build an international operations research center from the aspects of “central system highland”，“consumer service highland”，“policy environment highland” and “factors gathering highland”.
