Under the New Development Pattern，data circulation enables the high-quality development of CBD from both supply and demand sides，which is conducive to playing the engine role of CBD in expanding domestic demand，promoting industrial upgrading and deepening supply-side structural reform. At present，the new generation of information technology in China is still developing rapidly，and the relevant supporting policies are not perfect enough. Therefore，there are still many opportunities and challenges in the transformation and upgrading of CBD relying on digital economy. With the continuous improvement of technology and policies，data elements will give economic and social empowerment and release greater economic effects from accelerating the docking of supply and demand information，promoting the integration of the real economy，smoothing the channels of industrial transfer，and expanding the scale of employment.
