It is a common sense to academics and policy makers that the level of service sector opening to domestic and the outside world is lower. In recent years，the research about opening to outside world is more and more，but the research about thoughts and approaches of opening to domestic is less. CBD is the important supporting region of modern service sector and play a special role in process of opening to domestic and outside world，so this article analyses the strategic implications，thoughts and approaches of opening service sectors market to domestic. Under the background of building dual circulation development pattern and based on the idea that CBD serves as “development zone” of service sector to open to the domestic，this article proposes some thoughts and specific approaches of prompting service sector to open to the domestic market from the perspective of market integration，the relationship between openness and regulation，the relationship between openness and security and the relationship between opening to domestic and opening to outside world.
