    中国PPP项目绩效管理规范落地——2020年PPP项目绩效管理实务要点

    摘要

    本报告梳理了PPP项目绩效管理规范发展的脉络,包括国家及部委PPP项目绩效管理相关政策规范趋势和地方PPP项目绩效管理相关政策的探索实践等,展望了PPP项目绩效管理发展新趋势。对于存量PPP项目,各相关部门尤其是实施机构要做好存量项目绩效管理完善工作;对于新增PPP项目,在实施方案阶段,要做好市场测试与绩效管理准备工作。建议绩效管理各相关方明确各自的相关职责,科学制定工作方案指标,以定量为主;相关行业主管部门出台相关行业实施细则;项目公司做好绩效监控及日常绩效管理准备工作。同时建立有效的绩效评价结果应用机制,必要时相关部门可委托有资质的、从业经验丰富的咨询公司协助。

    Abstract

    This report sorts out the context of the development of PPP project performance management standards,including national and ministries PPP project performance management related policy standards and local PPP project performance management related policies and practices,and looks forward to the new development trend of PPP project performance management. For stock PPP projects,all relevant departments,especially implementing agencies,do a good job in improving the performance management of stock projects;for new PPP projects,in the implementation plan stage,it is necessary to do a good job of market testing and performance management preparations. It is recommended that all relevant parties in performance management have a clear understanding of their respective responsibilities,the formulation of work plan indicators should be scientific and quantitative,the relevant industry authorities should issue relevant industry implementation rules,and the project company should do a good job of performance monitoring and daily performance management preparations. At the same time,an effective performance evaluation result application mechanism is set up. When necessary,relevant departments can entrust qualified and experienced consulting companies to assist. we should do a good job in the performance management market test and preparation. The relevant parties of performance management should clearly understand their respective responsibilities. The formulation of work plan and indicators should be scientific and mainly quantitative. The competent departments of relevant industries should issue implementation rules for relevant industries,and the project company should make preparations for performance monitoring and daily performance management. At the same time,an effective application mechanism of performance evaluation results should be set up. Finally,it is suggested that relevant departments can entrust qualified and experienced consulting companies to assist when necessary.
