本报告梳理了PPP项目绩效管理规范发展的脉络,包括国家及部委PPP项目绩效管理相关政策规范趋势和地方PPP项目绩效管理相关政策的探索实践等,展望了PPP项目绩效管理发展新趋势。对于存量PPP项目,各相关部门尤其是实施机构要做好存量项目绩效管理完善工作;对于新增PPP项目,在实施方案阶段,要做好市场测试与绩效管理准备工作。建议绩效管理各相关方明确各自的相关职责,科学制定工作方案指标,以定量为主;相关行业主管部门出台相关行业实施细则;项目公司做好绩效监控及日常绩效管理准备工作。同时建立有效的绩效评价结果应用机制,必要时相关部门可委托有资质的、从业经验丰富的咨询公司协助。
