在文化强国战略背景下,本报告旨在倡导文化PPP项目采用COD模式,为PPP发展提供新思路。本报告首先指出文化PPP项目的发展现状,在理论层面分析COD模式的内涵及特征,并结合PPP项目要点形成COD交易结构框架;其次通过两个实际案例的比较分析,梳理两个案例的成功运营经验、潜在矛盾问题等,形成COD模式的两条实施路径和文体两个典型领域;最后,本报告为基于COD的PPP项目发展新思路提出建议。本报告研究有助于文化领域的PPP发展实践,也有助于PPP模式向更多公共服务领域延伸。
<<Under the background of cultural power strategy,this paper aims to advocate the adoption of COD mode in cultural PPP projects and provide new ideas for PPP. This paper first points out the development of cultural PPP projects,then analyzes the definition and characteristics of COD mode,and puts forward a transaction structure combined with COD and PPP;then through the comparative analysis of two cases,combing the successful operation experience and potential contradictions in two implementation pathways in COD mode;finally,this paper puts forward suggestions for PPP based on COD. This paper is helpful to the development of PPP in the cultural field and to the extension of PPP mode to public service fields.
