Since China vigorously promoted the PPP model in 2014，the PPP market has experienced the development process of “promotion and application-rapid expansion-standardization and rectification-return to stability”. The institution development has played a vital role in this process. However，as far as the current situation is concerned，China’s PPP institutional system is not completely built up，and there are still flaws which cannot be ignored. It is particularly important to summarize the experience，lessons and limitations in PPP practice in time，promote PPP governors to accelerate the construction of institutional system，and improve supporting policies constantly，to fill in the policy gaps and avoid disputes，solve the practical difficulties effectively，and promote PPP high-qualitatively development.
