Based on the concept of resilience，this paper puts forward the resilience optimization scheme at project level in the PPP form，for the healthy and sustainable PPP development. Through literature review，case studies and expert interviews，the conceptual framework，optimization dimensions，optimization strategies and measures are formed around the resilience optimization of PPP projects，providing reference for the long-term sustainable practice of PPP projects.
