    2021年中国民办基础教育发展报告

    摘要

    本报告通过梳理统计数据、相关政策、学术研究和行业报告,对过去一年我国民办基础教育发展状况进行了介绍。从统计数据上看,民办基础教育的办学规模持续扩大,仍有广阔的市场需求。经费来源以学费等事业性收入为主,和公办基础教育相比,体现财政支持力度的国家财政性教育经费占比仍然偏低。在教师队伍方面,民办学校仍然存在专任教师数量较少、生师比负担较重的问题。从相关政策看,2020年我国针对民办学校招生入学、校外培训机构治理、融合在线教育发展等方面颁布了重要政策文件,对各类民办教育办学主体产生深远影响。“公民同招”改革促进教育公平,倒逼民办学校内涵式发展;校外培训机构治理减轻学生负担,规范市场秩序;K12在线教育打破传统线下教育模式,在疫情期间逆势发展。回顾过去,民办教育为我国基础教育在“十三五”期间取得的突出成就贡献了重要力量。展望未来,我国民办教育在新的制度环境下面临发展转折点,需要办学经营者审时度势,适应人民群众对高质量教育的追求,推动民办教育走向提质增效的良性发展道路。

    Abstract

    This chapter introduces the development of private elementary education in China over the past year by sorting out statistical data,relevant policies,academic research and industry reports. From the statistics,the scale of private elementary education continues to expand,and there is still a broad market demand. The main source of funding is institutional income such as tuition fees. Compared with public elementary education,the proportion of investment of national fiscal funds,which reflects the strength of financial support,is still low. In terms of teachers,private schools still have the problems of a small number of full-time teachers and a high student-teacher ratio. In 2020,China will promulgate important policy documents on the enrollment of private schools,the governance of after-school training institutions,and the development of integrated online education,which will have a far-reaching impact on all types of private education providers. The reform of private schools’ enrollment policy promotes educational equity and forces the connotation development of private schools. Governance of after-school training institutions reduce the burden of students,and standardize the market order. K12 online education broke the traditional offline education model and developed against the trend during the epidemic. Reviewing the past,private education has contributed significantly to the outstanding achievements of China’s elementary education during the 13th Five-Year Plan period. Looking into the future,China’s private education is facing a turning point in its development under the new institutional environment. It is necessary for the school operators to assess the situation,adapt to the people’s pursuit of high-quality education system,and promote the private education to improve the quality and efficiency of the benign development road.
