本文选取2010年以来我国民办学前教育政策40份文件进行分析,发现民办学前教育政策的文本带有鲜明的以儿童发展为本和提升幼儿园教育质量的直接价值倾向与“解决入园难”的间接价值倾向,还重视其应然价值倾向,但普及学前教育、提高毛入园率的实然价值的实现仍然“任重而道远”,还彰显出普惠性的显性价值,并体现出教育公益与公平的隐性价值。要努力达到这三对价值的统一。
<<The thesis is content analysis on selected forty non-government preschool education polices in China since 2010. The thesis found that the text of non-government preschool education polices have obviously direct value of focusing on children and improving the quality of kindergarten education,and indirect value of solving the difficulty of getting enrolled in the kindergarten. Moreover,we need to attach importance on ideality value of non-government preschool education policy. However,which it is still an arduous task to popularize preschool education,improve gross kindergarten enrolment rate. The last,we highlighted explicit value of inclusive welfare and implicit value of equality and commonweal. Thus,we should achieve the unity of explicit value and implicit value,ideality value and reality,indirect value and direct value of non-government preschool education policy.
