服务新时代的社会治理是新媒体发展的重要社会责任。近几年来,以县级干部作为政务短视频账号主体的现象悄然兴起,为基层治理和乡村振兴带来新机遇。本文以“县长抖音”为研究对象,运用内容分析法评估其内容生产与账号运营,分析其呈现的新特点和新趋势。本文发现,与其他政务抖音相比,“县长抖音”人物角色以县长本人为主、内容主题多为文旅推介和扶贫助农、视频场景多为轻松休闲的生活实拍,以建构地域认同和传播乡土文化为主。同时,“县长抖音”普遍存在定位模糊、特色不足、运营管理缺失等问题,扩散力和覆盖面有限,并呈现类似差序格局的特征。“县长抖音”的出现,是用户需求、平台生态、基层政府共同转变的结果,本质上是技术驱动和媒介赋能的政务服务转型;也是新媒体积极履行社会责任,为政务新媒体活动提供的政民沟通新形式。
<<Serving social governance of new era is an important social responsibility for new media. Government affairs short video featuring county-level officials has quietly risen,bringing new opportunities for primary-level governance and rural revitalization. The study takes “County Mayor Douyin” as the research object,uses content analysis to evaluate its content production and account operations,and analyzes its new characteristics and trends. The study found that,compared with other government affairs Douyin,the character of “County Mayor Douyin” is mainly the county chief themselves;the content themes are mostly tourism promotion and poverty alleviation;the video scenes are mainly real shots of leisure life;the short vedios mainly construct regional identity and spread local culture. At the same time,“County Mayor Douyin” generally has problems such as fuzzy positioning,lack of operation and management,resulting in limited coverage and influence,and it presents the pattern of difference sequence. The emergence of “County Mayor Douyin” is the result of a joint transformation of user demands,platform ecology,and grassroots government. Essentially,it is a technology-driven and media-enabled government service transformation. It is also the new media that actively fulfills its social responsibilities and provides a new form of communication between the government and the public.
