The major national strategy of ecological protection and high-quality development of the Yellow River Basin has brought historical opportunities to Dongying. This article summarizes the four important measures of Dongying City to promote the ecological protection and high-quality development of the Yellow River Basin. Measures include doing a good job in the ecological protection of the Yellow River Delta，implementing the restoration of wetland ecosystem，promoting the high-quality development of the Yellow River Delta，and strengthening the protection and inheritance of the culture of the Yellow River entering the sea. The problems of the sensitive and fragile ecological environment，the significant contradiction of water resource supply and demand，the heavy task of industrial transformation，and the insufficient integration of cultural tourism resources are point out. Combining with Dongying’s positioning，the next stage of development of Dongying has made prospects.
