    2020年生态环境约束下陕西生态保护和高质量发展的挑战及对策

    摘要

    在“大保护、大开放、高质量”的发展理念下,突破生态环境的桎梏,实现可持续高质量发展,已经成为新时代陕西经济社会发展的第一要务。为了分析陕西生态保护与经济高质量发展间的协调性,运用熵权TOPSIS法对陕西生态保护与经济高质量发展水平进行综合评分,构建耦合协调度计算模型,识别其耦合协调度的演化特征。陕西生态保护和经济高质量发展的耦合协调度已经跨越低水平拮抗阶段和初级协调阶段,全面进入了中级协调阶段。陕西要加速推进新旧动能转换,实现生产生活与生态环保的融合化发展,在生态环境的约束下实现高质量发展。

    Abstract

    Under the development concept of “great protection,great opening,and high quality”,breaking through the shackles of the ecological environment and realizing sustainable and high-quality development have become the top priority of Shaanxi’s economic and social development in the new era. In order to analyze the coordination between ecological protection and high-quality economic development in Shaanxi,the entropy TOPSIS method was used to comprehensively score the level of ecological protection and high-quality economic development in Shaanxi,and a calculation model for coupling coordination degree was constructed to identify the evolution characteristics of the coupling coordination degree. The degree of coupling coordination between ecological protection and high-quality economic development in Shaanxi has surpassed the low-level antagonistic stage and the primary coordination stage,and has entered the intermediate coordination stage in an all-round way. Shaanxi should accelerate the conversion of new and old kinetic energy,realize the integrated development of production,life and ecological environmental protection,and achieve high-quality development under the limitations of the ecological environment.
