Base-supporting community autonomy refers to the type of community autonomy in which the neighborhood committee plays the role of supplying basic needs. In practice of community，“Base-supporting roles” include not only the traditional meaning of basic community services such as social relief，but also the social mobilization of residents，the cultivation of community taste，the organization and implementation of local governments work，etc. In social transformation period when the ability of community autonomy is highly lacking，the base-supporting community has played a good substitute role，which quality is related to the basic well-being of the community residents，the establishment of the basic order of the community and the vitality of the community. From the perspective of whole society，its quality is also related to the maintenance of citizens’ basic living interests，the cultivation of basic behavior norms and the construction of social belonging.
