Since the reform and opening up，Shenzhen has continuously innovated the regulatory regime in the field of social organization and promoted its developments. Though social organizations have played an active role，they brought regulatory problems. However，the current relevant laws and regulations do not meet actual needs. So it is necessary for Shenzhen to use Special Economic Zone’s legislative power to innovate the management system of social organizations，strengthening the code of conduct，supervision and management of social organizations，promoting the healthy development of social organizations，and giving full play to the role of social organizations in the construction of the first demonstration area of socialism with Chinese characteristics in Shenzhen.
