在“双区”建设背景下,深圳推进企业合规建设先行示范,有助于“法治城市示范”建设和城市治理体系和治理能力现代化创新,也有助于城市经济高质量发展。调研发现,当前深圳企业合规建设中存在认识不到位、组织架构不健全、运行机制不完善、保障机制未落实等问题。深圳应在前期制度探索和多部门推进的基础上,加快建立企业合规法治体系,从规范政商互动、创新监管方式、强化服务保障、加强行业自治等方面推进企业合规示范区建设。
<<Shenzhen takes the lead in advancing the construction of corporate compliance,which is conducive to the construction of a “example of law-based governance” and the modernization and innovation of the urban governance system and governance capabilities,and it also contributes to the high-quality development of the city’s economy. The survey found that there are still problems in Shenzhen’s corporate compliance construction,such as inadequate understanding,imperfect organizational structure,imperfect operating mechanism,and unimplemented guarantee mechanism. Shenzhen should accelerate the establishment of a corporate compliance legal system,and promote the construction of corporate compliance demonstration zones in terms of standardizing the interaction between government and business,innovating supervision methods,strengthening service guarantees,and strengthening industry autonomy.
