近年来,深圳对照高质量发展要求,强调发展由“高速度”向“高质量”转变,通过质量技术监督领域法律规范的持续完善,夯实经济社会各领域高质量发展的基础,为建设中国特色社会主义先行示范区奠定了坚实基础。但通过研究深圳市质量技术监督法律规范的“成长史”,可以发现深圳市质量技术监督法律规范还存在质量技术监督总体立法有待完善、多元共治体系尚未全面建立、执法过于严苛不利于经济发展等问题,需通过制定统一全市质量技术监督法规、建立多元共治法律规范体系、根据经济社会发展需要适时调整惩处力度等措施予以解决。
<<In recent years,in accordance with the demands of high-quality development,Shenzhen has clearly promoted “high-quality” development with the concept of “big quality”. Through continuous improvement of laws and regulations in the field of quality and technology,it has effectively promoted the improvement of quality and efficiency in various fields of society,and has laid a solid foundation in building the demonstration area of socialism with Chinese characteristics. However,by studying the “growth history” of Shenzhen’s quality and technology legal regulations,it can be found that there are still problems in Shenzhen’s urban quality and technology legal regulations that need to be improved,the overall quality and technology legislation needs to be improved,the pluralistic co-governance system has not yet been established,and the quality law enforcement is too strict and is not conducive to economic development. All the above issues need to be solved by formulating and unifying the quality and technical regulations of the city,establishing the system of pluralistic co-governance laws and regulations,and adjusting the punishment intensity according to the needs of economic and social development.
