In recent years，in accordance with the demands of high-quality development，Shenzhen has clearly promoted “high-quality” development with the concept of “big quality”. Through continuous improvement of laws and regulations in the field of quality and technology，it has effectively promoted the improvement of quality and efficiency in various fields of society，and has laid a solid foundation in building the demonstration area of socialism with Chinese characteristics. However，by studying the “growth history” of Shenzhen’s quality and technology legal regulations，it can be found that there are still problems in Shenzhen’s urban quality and technology legal regulations that need to be improved，the overall quality and technology legislation needs to be improved，the pluralistic co-governance system has not yet been established，and the quality law enforcement is too strict and is not conducive to economic development. All the above issues need to be solved by formulating and unifying the quality and technical regulations of the city，establishing the system of pluralistic co-governance laws and regulations，and adjusting the punishment intensity according to the needs of economic and social development.
