In 2020，Shenzhen was focusing on the five strategic positioning，consisting of using the concepts of rule of law to lead all work，innovating legislations to solve development problems，comprehensively building a law-based government and bring the functions of the judicial service guarantee into full play，to continuously improve the level of rule of law. Having achieved amazing results on a variety of aspects including actively exploring effective ways to advance the epidemic prevention and control work in accordance with the law，improving the full chain of protection mechanisms to create a highland of intellectual property protection，strengthening the protection of the rule of law of the ecological environment，deepening the construction of the smart rule of law，and exploring the pilot project of the personal bankruptcy system. In 2021，Shenzhen should continue to follow the goal of building a model city under the rule of law，implement new development concepts，make a comprehensive plan for the city under the rule of law，and provide legal protection for the construction of a new development pattern.
