Building National Innovation-driven City is a strategic measure for Chinese government to carry out the scientific outlook on development，to promote the building of innovation-driven China，and to enhance the regional innovation capacity and the sustainable development capacity. Building Guangzhou national innovation-driven city will significantly improve the innovation capacity and the innovative development of the city and strengthen the city function for an innovation center and a national central city. It is great significance to explore a new model of innovative development of Pearl River Delta region，to drive the upgrading and restructuring of industries of South China，and to get the good and rapid development for the economy and society. So our research team，commissioned by Guangzhou Science and Technology Bureau，works on “the Research on Planning Outline of Guangzhou National Innovation-driven City”.

This report first analyzes the international and domestic situation and the good fundament for building Guangzhou national innovation-driven city. Based on this，it puts forward the whole building framework，including the guiding thought，the basic principles，and the development objectives. It proposes the primary tasks，namely to build innovative development environment，to build regional innovation system，to upgrade and restructure industries，to enhance the condition capacity for the innovation，to build wisdom Guangzhou，to promote to innovate in social undertaking，and to reinforce the capacity for the leading development.
