Under the great historical opportunity of “Two Areas Driving” that building Guangdong-Hong Kong-Macao Greater Bay Area and the first experimental demonstration area of Socialism with Chinese characteristics，Shenzhen put forward the strategic goal of building a global marine center city. Based on the full analysis of the advantages and disadvantages of Yantian District developing marine economy，combined with the characteristics of the global marine center city，this paper puts forward four strategic objectives and five strategies for Yantian District developing marine economy，so as to provide a strong driving force for Yantian District to build the core area of the global marine center city.
