This paper focuses on the path of industrial development plan and work measures of Longgang District under the New Development Pattern of the “Dual Circulation Economy”，and analyzes the main path of industrial development and demand-side reforms of Longgang District based on the compilation of the “14^th Five-Year Plan” for the national economic and social development. This paper takes the view that the core of Longgang District’s industrial development integrated into the new dual-cycle development pattern is to improve the level of systematization，high-end，and autonomy of the industrial and supply chain. During the “14^th Five-Year Plan”，based on the industrial and supply chain reality of the three leading industries，there have been different development ideas，striving to create an industrial cluster with the linkage development of the upstream and downstream of the industrial chain and the stable and controllable supply chain. At the same time，a series of planning measures have been formulated in investment，consumption，import and export，etc.，leading industrial sectors to integrate into the new dual-cycle development pattern to provide a market environment.
