发展海洋产业是我国重要的战略抉择。党的十九大明确要求加快建设海洋强国，提出通过科技创新培育海洋经济新的增长点。深圳作为我国距离南海最近的经济发达城市和“一带一路”重要枢纽，其全球海洋中心城市的建设得到了国家高度重视。宝安区作为全球海洋中心城市重要承载区，有必要进一步理清思路，明确海洋经济发展举措。为此，本报告从宝安区实际情况出发，充分借鉴了先进地区发展经验，发现培育发展特色产业、推动科技创新平台的搭建和集聚及科技创新服务体系的建立健全、塑造特色文化、推动产城融合和开放合作是海洋经济发展的关键。最终提出宝安区要构建以标志性和引领性平台为核心的海洋科技创新体系；打造高质量发展的特色现代海洋产业体系；打造海洋科技产城融合发展高地；提高海洋事业开放发展水平；加快海洋创新人才引进；塑造海洋特色文旅品牌。
<<Developing Marine industry has become an important strategic choice for China. The 19th National People’s Congress clearly calls for accelerating the building of a maritime power，and proposes to foster new growth points of the Marine economy through scientific and technological innovation. As China’s closest economically developed city to the South China Sea and an important “The Belt and Road” hub，how Shenzhen builds a global Marine center city has been highly valued by the state. As an important bearing area of the global Marine center，it is necessary for Bao’an to further clarify the development measures of Marine economic development. Therefore，this paper from the actual situation of Bao’an District development，in the full reference of advanced regional development experience on the basis of the important path of Bao’an District to promote the development of Marine economy.
