Ota District，Tokyo is a typical metropolitan of the manufacturing upgrades，which has given enlightenment to the upgrading of China’s manufacturing industry. Based on an in-depth analysis of the development foundation and internal and external environment，this paper summarizes six manufacturing upgrade experiences：adhere to technological innovation to drive manufacturing upgrades，build high-tech SME clusters and cooperation networks，focus on high-tech craftsmanship and flexible supply model in industrial space，create the enterprise centralization and industry-city integration model，adhere to the opening of overseas markets，and give enlightenment to the upgrading of China’s manufacturing industry.
