    2020年深圳房地产市场形势分析与2021年政策导向

    摘要

    2020年,是深圳房地产市场不平凡的一年,市场经历较大波动,部分热点区域房价出现过快上涨,房地产调控力度较大。本报告分析了2020年深圳市房地产市场运行情况,总结了房地产市场调控政策,并结合中央政策导向提出了完善房地产市场调控政策的建议。本报告认为,2021年,深圳要严格落实党的十九届五中全会、中央经济工作会议精神,坚持“房子是用来住的、不是用来炒的”的定位,坚定不移落实房地产长效机制,完善房地产调控政策,增加居住用地供应,持续推进住房制度改革,规范发展长租房市场,解决好大城市住房突出问题。预计2021年,在房地产调控政策不断完善、长效机制深入落实的背景下,深圳房地产市场平稳运行健康发展的格局会得到进一步巩固。

    Abstract

    2020 was an extraordinary year for the real estate market in Shenzhen. The market experienced great volatility;housing prices in some hot spots rose too fast;and real estate was put into stricter control. This report analyzes the operation of Shenzhen’s real estate market in 2020,summarizes the real estate market regulation policies,and puts forward suggestions for improving the real estate market regulation policies. The report believes that in 2021,Shenzhen must carry out the spirit of the Fifth Plenary Session of the 19th Central Committee of the Communist Party of China and the Central Economic Work Conference,adhere to the principle that apartments are for people to live in,not for speculation,and continue the long-term real estate mechanism,and improve regulation policies,increase the supply of residential land,continue to promote the reform of the housing system,regulate and plan the development of the long-term rental housing market,and solve the prominent problems in large cities. It is expected that in 2021,with the continuous improvement of real estate regulation policies and the further implementation of long-term mechanisms,the mode of stable operation and healthy development of the Shenzhen real estate market will be consolidated.
