本报告通过系统梳理2020年固定资产投资运行态势,特别是房地产开发投资、基础设施投资、工业投资等重点领域投资运行情况,在分析内外部投资环境并梳理近期主要项目建设进展基础上,提出2021年固定资产投资调控基本思路和建议。本报告认为,2021年深圳市固定资产投资供给侧面临要素紧约束挑战和困难,但受“双区驱动”战略牵引影响,投资潜在需求仍然十分旺盛,固定资产投资调控必须坚持目标导向、问题导向,积极扩大精准有效投资,注重加大重点领域补短板工作力度,加快推动“两新一重”项目投资,强化重大项目土地空间和资金要素保障,引导社会资源增加对高技术制造业投资,着力深化投融资体制机制改革,推动投资稳定发展,力促投资结构优化和高质量发展,为提升经济社会长远竞争力提供重要支撑。
