The world is undergoing profound changes unseen in a century. The international environment has become increasingly complex，with instability and uncertainty increasing. The global spread of the COVID-19 and the failure of global governance bring about great changes in international social culture，which become more conservative，looking inward and radical. It has brought serious impact to China’s overseas public security，endangering the security and economic interests of overseas Chinese citizens and enterprises. China should build a good international image，enhance the comprehensive response capacity and form soft power with Chinese characteristics.
