Since the Ministry of Transport is responsible for the operation management of urban rail transit，it has basically established a national policy system of emergency management for urban rail transit operations by issuing a series of policy documents and standards. Based on the analysis of national policy documents on operational emergency management，from the four aspects of personnel requirements，emergency materials and facilities，equipment requirements，emergency system requirements and comprehensive support for emergency capacity building which have great influence on emergency response capacity building，this paper systematically sorts out the current system design for emergency management of urban rail transit. At the same time，the relevant emergency policies issued by the Ministry of Transport in response to the COVID-19 were introduced. Based on the above analysis，suggestions are put forward to continuously improve the emergency response capability of urban rail transit operations.
