本文结合城市轨道交通线网规模增长情况,分析了北京、广州、重庆、成都、青岛、西安、苏州7个城市的轨道交通运营组织架构情况,梳理了运营筹备、单线运营、多线运营等阶段的组织架构调整情况,针对不同运营规模,分析了每公里人员配置指标及不同岗位的设置模式,提出了不同模式组织架构的特点和发展建议。结果表明,公共服务属性和安全效益战略是企业组织架构调整的基础,线网规模在100公里以下的每公里人员配置约64人,线网规模500公里以下的人员配置约45人,线网规模在500公里以上的人员配置约38人;专业技术人员比例在6%~10%,班组层级人员比例在85%~90%。
<<Based on the investigation of the organizational structure of major urban rail transit operators in China,this paper combs the setting and adjustment of the organizational structure of the networked urban rail transit operators in China,analyzes the setting modes of the operational organizational structure under different operation scales,and puts forward some thoughts and suggestions. The results show that the public service attribute and safety benefit strategy are the basis of enterprise organization structure adjustment. The number of employees per kilometer is about 64 when the size of line network is less than 100 kilometers,45 when the size of line network is less than 500 kilometers,and 38 when the size of line network is more than 500 kilometers. The proportion of professional and technical personnel is between 6%-10%,and the proportion of team level personnel is between 85%-90%.
