Promoting the modernization of grassroots community governance is an inevitable requirement for improving the modernization of municipal governance. For over a decade，Tongling has set the goal of building a social governance pattern featuring co-construction，co-governance and sharing，successively launched three major reforms including comprehensive community system reform，Three Reductions and One Strengthening，and multiple participation，and continued to conduct the Three Steps reform，and basically formulated the Tongling Model for community governance featuring flat management，rule of law to reduce burden，multiple co-governance，and progressive reform，which has a national impact. A scientific summary of the practices and experiences of the Tongling Model has important reference value and significance for the modernization of governance of small and medium-sized cities in China.
