推进国家治理体系和治理能力现代化,是我国社会现代化建设面对社会结构变化的必然要求。“十三五”期间安徽市域社会治理在社会组织、社区服务体系、矛盾纠纷化解、社会治安管控等方面取得明显成绩,但是在社会组织监管、基层自治规范化、风险源头治理、基本公共服务水平和社会心理服务方面仍有较大提升空间。当前市域社会治理现代化面临人口老龄化和低生育率预期、农业转移人口市民化、城乡生产和生活方式变化、信息技术革新浪潮的新形势新挑战,“十四五”时期须着力围绕人的现代化,完善治理框架、提升治理能力、抓住精准治理,在市域单元下促进融合治理,并根据地域特色创新差异化治理模式,从政治、自治、法治、德治、智治等五个方面进行政策完善。
<<Promoting the modernization of the national governance system and governance capabilities is an inevitable requirement for the country’s social modernization in the face of changes in the social structure. During the 13th Five-year Plan period,Anhui has achieved significant results in municipal social governance in terms of social organization,community service system,conflict resolution,and social security management and control. However,there is still much room for improvement in social organization supervision,grassroots self-governance standardization,risk source governance,basic public service levels and social psychological services. Current urban social governance modernization is facing the new situations and challenges of population aging and low fertility expectations,urbanization of agricultural transfer population,modulation of urban and rural production and lifestyle,and the wave of information technology innovation. During the 14th Five-year Plan period,efforts must be made to focus on human modernization,improve governance framework,enhance governance capabilities,seize precision governance,promote integrated governance within the municipal unit,develop differentiated governance models based on regional characteristics,and improve policies from five aspects,i.e.,politics,self-governance,rule of law,rule of virtue,and rule of wisdom.
