This report provides an overview of the status of minors in the online ecosystem and their internet use over the past year. The report analyzes the protection，guidance and online literacy of minors’ internet use. It identifies several problems：The Internet has an adverse influence on minors’ internet use. The internet has subtle influence on minors. Parents have limited roles in guiding minors’ internet use. Internet use shows urban-rural differences and unbalanced development. Internet literacy education is unbalanced and has much room for improvement. The report recommends that we should reach a social consensus on the youth’s subjective position in continuing cyberpower. Development and protection，development and governance should be well-balanced. Urban-rural disparity and development imbalance should be paid attention to and resolved. Digital care needs to be strengthened and the digital divide needs to be bridged. Digital products’ impact on minors should receive continuous attention as technologies and products are being iterated. Learning the latest technology by youth groups should be promoted.
