The construction of digital government affairs is an organic part of the construction of digital government. The purpose of digital government is to provide high-quality services to enterprises and residents and improve their sense of gain. In this paper，an index system of digital government service quality is constructed from the perspective of enterprises to evaluate the quality of digital government service in Guangzhou. The results show that enterprises think the quality of digital government services in Guangzhou is at a “good level”，and the advantages of a hard environment are obvious. In particular，enterprises have a high degree of recognition for the stability，security and information quality of digital government systems. The digital government affairs platform has the advantages of providing high-quality information，a friendly interface and clear navigation. At the same time，enterprises have put forward four expectations for Guangzhou’s digital government，which are to improve the soft service strength，broaden the service content，improve the platform’s ease of use，and enhance the platform’s interactivity.
