蓬勃发展的平台经济创造了大量就业岗位,但劳动关系也面临新问题和新挑战。通过对广州市平台经济从业人员开展问卷调查发现,平台经济从业者多为农村男性,他们的受教育程度不低,但职业技能水平普遍不高;以兼职居多,增加收入是他们选择平台就业的最主要原因;存在劳动合同签订率过低、劳动时间过长、缺乏劳动基准保护、意外事故和人身安全等职业风险大、社会保险缺位等突出劳动权益保障问题;平台经济从业者既认同技术进步带来的就业红利,也存在对技术性失业的担忧。本文建议从加大宣传监督、精准识别劳动关系类型、完善就业服务、加强工会组织建设等维度入手做好平台经济从业者保障工作。
<<The booming platform economy has created a large number of jobs,but labor relations are also facing new problems and challenges. Through a questionnaire survey of platform economy practitioners in Guangzhou,we find that most of them are male in rural areas. Their education level is not low,but their professional skills are generally not high. Most of them do part-time jobs,and increasing their income is the main reason for them to choose the platform for employment. There are many problems,such as low rate of signing labor contract,long working hours,lack of protection of labor standard,high occupational risks(such as accident and personal safety,absence of social insurance and other prominent protection of labor rights and interests). Platform economy practitioners not only agree with the employment dividend brought by technological progress,but also worry about technical unemployment. In this paper,it is suggested to strengthen the publicity and supervision,accurately identify the types of labor relations,improve employment services,strengthen the construction of labor unions and other dimensions to do a good job in the protection of platform economy practitioners.
