To evaluate the development achievements of the public charity in the new era，fully summarize the project results，and extract the development experience for public charity to participate in the construction of the new social governance pattern of “co-construction，co-governance，and sharing”，it is necessary to use professional evaluation tools and develop a refined and targeted evaluation. The public welfare and charity in Guangzhou show a prosperous trend. Guangzhou developed the first local charity evaluation system—the Regional Charity Index System，and this paper uses this system to evaluate the overall development of Guangzhou charity in 2019，to fully grasp the existing problems of Guangzhou charity，and further put forward targeted suggestions.
