1998～2018年，31个省域城镇文教消费总量年均增长均超过10%，其中3个省域城镇年均增长超过15%；11个省域城镇文教消费人均值年均增长超过10%。各省域城镇单行文教消费需求景气评价排行结果：城乡、地区无差距理想值横向测评，湖南、海南、吉林、宁夏、辽宁为“2018年城镇景气指数排名”前5位；历年各地自身基数值纵向测评，西藏、宁夏、吉林、黑龙江、青海为“1998～2018年城镇景气指数提升度”前5位；西藏、海南、宁夏、云南、新疆为“2003～2018年城镇景气指数提升度”前5位；云南、贵州、湖南、新疆、广西为“2008～2018年城镇景气指数提升度”前5位；西藏、云南、广西、海南、湖南为“2013～2018年城镇景气指数提升度”前5位；海南、西藏、吉林、广西、湖北为“2017～2018年城镇景气指数提升度”前5位。
<<From 1998 to 2018，the total culture and education consumption in city-towns increased with annual average of more than 10% in 31 provinces，in 3 of which by over 15%；the per capita value of culture and education consumption in city-towns increased with annual average of more than 10% in 11 provinces. The ranking of the status evaluation of the culture and education consumption demand in city-towns across the provinces is as follows：In the lateral evaluation of ideal value without urban-rural and regional gaps，Hunan，Hainan，Jilin，Ningxia and Liaoning ranked top five in the “2018 annual city-towns leaders”；in the vertical evaluation of own base value throughout the past years，Tibet，Ningxia，Jilin，Heilongjiang and Qinghai ranked top five in the “1998-2018 city-towns runners-up”；Tibet，Hainan，Ningxia，Yunnan and Xinjiang ranked top five in the “2003-2018 city-towns runners-up”；Yunnan，Guizhou，Hunan，Xinjiang and Guangxi ranked top five in the “2008-2018 city-towns runners-up”；Tibet，Yunnan，Guangxi，Hainan and Hunan ranked top five in the “2013-2018 city-towns runners-up”；Hainan，Tibet，Jilin，Guangxi and Hubei ranked top five in the “2017-2018 city-towns runners-up”.
