1998～2018年，31个省域城乡文教消费总量年均增长均超过10%；26个省域城乡文教消费人均值年均增长超过10%。各省域城乡综合文教消费需求景气评价排行结果：城乡、地区无差距理想值横向测评，湖南、海南、吉林、甘肃、黑龙江为“2018年城乡景气指数排名”前5位；历年各地自身基数值纵向测评，西藏、贵州、青海、宁夏、甘肃为“1998～2018年城乡景气指数提升度”前5位；西藏、云南、海南、贵州、新疆为“2003～2018年城乡景气指数提升度”前5位；贵州、云南、西藏、广西、新疆为“2008～2018年城乡景气指数提升度”前5位；西藏、云南、广西、湖南、湖北为“2013～2018年城乡景气指数提升度”前5位；西藏、海南、新疆、湖北、河南为“2017～2018年城乡景气指数提升度”前5位。
<<From 1998 to 2018，the total culture and education consumption in urban and rural areas increased with annual average of more than 10% in 31 provinces；the per capita value of culture and education consumption in urban and rural areas increased with annual average of more than 10% in 26 provinces. The ranking of the status evaluation of the culture and education consumption demand in urban and rural areas across the provinces is as follows：In the lateral evaluation of ideal value without urban-rural and regional gaps，Hunan，Hainan，Jilin，Gansu and Heilongjiang ranked top five in the “2018 annual urban and rural leaders”；in the vertical evaluation of own base value throughout the past years，Tibet，Guizhou，Qinghai，Ningxia and Gansu ranked top five in the “1998-2018 urban and rural runners-up”；Tibet，Yunnan，Hainan，Guizhou and Xinjiang ranked top five in the “2003-2018 urban and rural runners-up”；Guizhou，Yunnan，Tibet，Guangxi and Xinjiang ranked top five in the “2008-2018 urban and rural runners-up”；Tibet，Yunnan，Guangxi，Hunan and Hubei ranked top five in the “2013-2018 urban and rural runners-up”；Tibet，Hainan，Xinjiang，Hubei and Henan ranked top five in the “2017-2018 urban and rural runners-up”.
