能源系统是碳中和的主战场,基于中国自主贡献的气候雄心,需要科学设计能源系统碳中和的发展路线图。一方面,要在数字中国、数字经济的大系统下推进能源系统的数字化转型和数字化发展,构建数字能源系统,提升能源系统控碳工作的可观测性;另一方面,要发挥能源数据在能源供给侧与需求侧的双向要素调控作用,构建能源数据市场,提升能源系统控碳工作的可控性。在此基础上,应科学管控不同空间尺度经济体的碳源与碳汇平衡过程,锻造能源驱动长板、补齐数据驱动短板,提升能源系统控碳工作的鲁棒性,构建能源驱动与数据驱动的碳中和新气象,构建碳技术、碳金融、碳市场三位一体的碳足迹治理新格局。
<<The energy system is the main battlefield for achieving carbon neutrality. According to China’s ambition of determined contributions,a roadmap for achieving carbon neutrality in the energy system needs to be scientifically designed. On the one hand,digital transformation and development of energy system should be promoted in the system of digital China and digital economy,and the digital energy system should be constructed to improve the observability of carbon control in the energy system. On the other hand,we should give full play to the dual regulation of energy data on both the supply side and demand side of energy and construct the energy data market to improve the controllability of the carbon control in the energy system. On this basis,we should scientifically control the balance process of carbon sources and carbon sinks in economies of different spatial scales,forge the superiorities of energy drives,address the inferiorities of data drives,and promote the robustness of carbon control in energy system to demonstrate a new look of energy-driven and data-driven carbon neutrality,and to construct a new pattern of carbon governance that integrates carbon technology,carbon finance and carbon market.
