This report uses 64 social，political and law blue books released in 2019 as a research sample for content classification. According to the compound standard of “research theme + research team”，it is divided into three types，social development，public service and rule of law construction. A dynamic inventory of the number of Pishu，research teams，media influence，research trends，and topic selection hotspots are carried out. The 2020 Social，Political and Law Book shows the continuation of the advantages of traditional excellent books，the rapid growth of cutting-edge excellent books，and the higher social attention of books with responsive topics. The research hotspots of the social politics and law books in 2020 and the hot issues of general concern in the society from 2019 to 2020 show a high overlap，reflecting the cutting-edge，forward-looking and time-effectiveness of this type of Pishu. At the same time，some of the hot words are those hot issues that have received long-term attention for many years. This reflects the characteristic of the Pishu that focuses on the long-term development trend of hot issues in specific fields. Finally，this article proposes the research and innovation characteristics and research directions of various research and innovation institutions. It is recommended that all innovation institutions strengthen collaborative innovation within the system，within regions，and across types to shape a healthy，endogenous and self-consistent innovation ecology. It is also recommended that innovation institutions improve the problem awareness of research and innovation，grasp the policy window in time；improve the accuracy of counseling and political advice，carry out thematic and research and innovation；promote the development of media integration，and build an all-media communication pattern.
