旅游业是意大利的基础产业。2019年意大利旅游业增加值超过2300亿美元,占GDP的13%,接待游客数在欧盟国家中排名第四。优越的自然环境、丰富的文化资源等优势造就了意大利旅游业的强劲竞争力。自2020年新冠肺炎疫情暴发以来,意大利旅游业遭受重创,预计将导致GDP下降2。5%。在此背景下,有必要重新思考意大利旅游业的未来,最大限度地激发传统领域之外尚未释放的潜力,如展会旅游和医疗旅游。为此,政府应采取针对性的发展战略。本文梳理了疫情前政府已制定的若干战略路线,提出后疫情时代应优先推行的措施,以期通过强化传统优势和有的放矢地提升薄弱环节来重振意大利旅游业。
<<The impact of tourism is crucial for many national economies. For Italy,tourism is a fundamental sector,able to contribute over 230 billion U.S. dollars to 13% of the national GDP in 2019. By volume of people hosted,in 2019 Italy ranked fourth among the Member States of the EU. Italy has always been characterized by a high degree of tourism competitiveness,thanks to a favorable mix of factors,starting with its environmental and cultural resources. However,due to the crisis resulting from the COVID-19 pandemic,the tourism sector has contracted to the point that the negative impact for 2020 is estimated at-2.5 percentage points of GDP. Therefore,it is necessary to rethink the future of the tourism sector in Italy by making the most of the still unexpressed potential in addition to traditional sectors:MICE and medical tourism. To this end,targeted strategic policies are needed. In the initiatives implemented by government,we can identify some strategic lines outlined before COVID-19 and some priorities set following the pandemic,to reinforce the strengths,intervene on critical issues and relaunch tourism in Italy in the near future.
