当今世界正经历百年未有之大变局,“一带一路”建设对中国及世界的现实意义愈发明显与重要,其前景也越来越广阔。而随着长三角一体化的深入推进,其参与并推动“一带一路”建设的能力将更强。据此,本文研究了长三角与“一带一路”建设的关联。首先,本文从习近平总书记的讲话及长三角经济和地理视角,梳理了长三角一体化及其服务“一带一路”建设的理论依据及现实优势。其次,本文总结了长三角地区参与“一带一路”建设的实践及成效,包括贸易、投资、海外经济合作园区、“中欧班列”等方面。最后,本文结合实践成效,给出了长三角地区更好参与“一带一路”的政策建议。未来要统筹思考和规划、协同推进长三角一体化和“一带一路”建设,长三角各省市要在认清比较优势基础上,建立分工合作机制,明确重点任务;要以上海为中心,实现江苏、浙江和安徽优势互补,共同服务于“一带一路”建设;要拓宽“一带一路”建设方式,充分利用境外经济合作园区、“中欧班列”、跨境电商等建设模式。
<<The world today is undergoing major changes unseen in a century. The “Belt and Road” Initiative has broader and boarder prospects,considering its increasingly apparent vital significance for China and beyond. As integration deepens,the Yangtze River Delta becomes more capable of getting involved in and pushing forward the the “Belt and Road” Initiative. In view of this,the paper examines the relationship between the Yangtze River Delta and the “Belt and Road” Initiative. First of all,this paper reviews the theoretical basis and practical advantages of the Yangtze River Delta integration and its services for the “Belt and Road” Initiative based on the speech of General Secretary Xi Jinping from the economic and geographic perspective of the Yangtze River Delta. Then,this paper summarizes the practice and its effectiveness of the Yangtze River Delta in building the “Belt and Road”,covering trade,investment,overseas economic cooperation zones,and China-Europe Railway Express. Based on practical results,policy recommendations are offered for the Yangtze River Delta to better contribute to the “Belt and Road” construction. In the future,holistic thinking and planning is necessary,so as to advance the Yangtze River Delta integration and the “Belt and Road” construction in a coordinated manner. Provinces and cities in the Yangtze River Delta should establish a mechanism for division of labor and cooperation and make clear key tasks on the basis of recognizing respective comparative advantages. With Shanghai at the center,Jiangsu,Zhejiang and Anhui should leverage complementary advantages to jointly serve the Belt and Road Initiative. Besides,it is necessary to broaden the approaches of building the “Belt and Road” by making full use of such modes as overseas economic cooperation zones,China-Europe Railway Express,and cross-border e-commerce.
